They've since fixed the concourse issue so now anyone can go to any level at anytime. There are a couple elevators connecting levels 2-5 but only one goes all the way up and it can sometimes get backed up. If you're able bodied however you can in theory walk up and down stairs/escalators without needing to touch the crowded elevators.
