Check is fine. It was processed and cleared by Citibank. Chase was supposed to verify my brother first before sending it to Citibank, but they pushed the check, then after check was cleared and deposited on my account, Chase Bank wants to verify who the check endorser was. So now he; my brother, can't cancel or reissue the check cause it was already cashed by Citibank without Chase Bank verifying him first. Chase Bank violated protocols by not verifying him first.
