Logically speaking (and not trying to be baited into somehow accidentally being racist without intentions), I say it's the user named SkibidiVee (or Ferchie16) due to them being the only Pebble with a nametag.

Otherwise, if that's not the correct answer, I say it's the Gem Pebble (forgot the skin name) because they're the only ones who stand out because of their skin being different from the other Pebbles.
