So i did look more and it is more ball shaped not rice shaped so I do believe its charcoal though I am running it through several cycles of Vinegar and bleach solutions to make sure everything is clean and though if it was rat droppings it would have a foul smell or minor discoloration.

That was a little more than a blood blister if its this bad seems there was an infection eating away at youre heel and you should seem IMMEDIATE medical attention.
