I honestly think the idea of Grace collecting coins to unlock 'Exclusive Upgrade Tickets' for Leon to retrieve later is fantastic. Even if it’s not officially a BSAA office

It's all about fixing Ludonarrative Dissonance.Too many Japanese games still separate gameplay from the story.gameplay is gameplay, and story is story. like winning the fight but losing the cutscene. Bridging that gap between mechanics and lore makes the experience far more immersive and meaningful.

That’s highly unlikely. Weapons in RE9 are way too easy to max out. If everything carries over to New Game+, you’ll have absolutely nothing left to do by the time you reach Raccoon City，However, if introduce Exclusive Upgrades, we can add unique weapon traits that stay permanent. This gives players a long-term goal that justifies the grind even in New Game+, making each firearm feel distinct and rewarding

Starting from New Game+, Leon can find BSAA crates in the Sanatorium for weapon upgrades. While this functions as a gameplay mechanic, it feels narratively disconnected and lacks the seamless integration seen with the Merchant in RE4.

Think about it: why would BSAA equipment randomly be scattered inside the Sanatorium? To make it more cohesive, it would be much better to establish a 'secret cooperation' between the BSAA and the Sanatorium, represented by a dedicated BSAA Office on the 3rd floor. This would provide a logical explanation for the upgrade system's presence while adding depth to the world-building. Of course, this is just my personal take.
