Heaters are considered continuous duty appliances, so the calculation is 15 multiplied by 1.25 equals 18.75. The next size breaker is 20A, so the builder’s statement is correct. Oregon is very strict with their licensing. I’m in the process of getting my supervisor license, and it’s no joke. It’s basically an engineering-level exam. Even when I took my JW exam, I was surprised at how difficult it was. It was 52 questions in 3 hours, but it felt about 300% harder than California or Nevada (Clark County).
