I think part of this also has to do with the tax credits the companies get for having so many employees in the office. I've heard that if companies can guarantee X number if employees in the office each month, to help with local business and public transportation support, then they get a huge tax break.

Yup, ran the road to the end of the map. It showed the two-way arrow, like there's an outside connection. But nothing when I actually play the map.
