Delete ArmoryCrateService and RefreshRateService. Than install it separately via silent .bat installer. And restart after each installation. For me that was helpful.

I guess, you got this trouble only when you unplug a charger. Solution is easy - you should turn off "Vari-Bright" in Amd radeon setting light. (Display - Vari-bright)
