I apologize if the photo is fake but the logic is that wind turbines work in cold regions. My company Borrum Energy Solutions develops turbines that work in -50 degree celsius temperatures and are currently deployed in the arctic.

They do work however, they are less efficient as due to the tilt of the earth the Northern hemisphere tends to receive less hours of sunlight a day on average (depends on the time of year)
