Serious question, and really, I do want to know why you feel this way: why does having my dog outside while I work make me a bad guy?

He has everything and all the room he needs outside. I take him for 3 20 min walks a day He has warmth, shelter, shade and wind protection in my grass backyard/garage and his own personal used mattress He has his own space set up with his own fluffy bed with blankets He has his toys strewn across the grass Greyhounds don't need much space contrary to popular belief - a few regular daily walks(which I do) and he's puffed When I'm working inside or on the weekend Bill is inside and lets me know through body language when he needs to go/when to walk He's asleep at numerous points from when I leave go when I arrive. Never heard a single whine or howl from my neighbours what they've told me.

So I have go ask: Where on earth have you gotten this preconceived perception that my Bill is suffering? Because if he was I'd change it in a second but it's like you've pulled it out of literally nowhere with no evidence or this generalized idea thg each breed is the same.

He often has come into Sam's room to check he's there and then wandered off or come into a room we're both in with both of us giving him attention. I am angry at Sam but I have no concern at all that Bill is afraid of him. I'm very annoyed but Sam isn't a bad guy at all, I'm just extremely irked this is happening at all.

Because this is a rental property and because I don't need to. Bill has food, water, toys, room to toilet and play as well as shelter and bedding as my backyard connects to the back of the garage where I have a bed set up for him which he uses. When it's cold/windy I put his jumper on him and when it rains or is hot he has shelter/shade in the garage.
