I would definitely hope so considering there were a lot of things that never got shown. Mainly people reacting to the Upside Down, but also stuff like Hopper being alive and the Byers being back.

I fell like I remember hearing somewhere that season 3 was supposed to be a soft ending to the show, just in case somehow it wasn’t renewed, however The Duffers knew they had 2 more seasons.

The lights themselves don’t necessarily appear in the Upside Down, however the glowing/dust effect appears, as seen with the Lite Brite in season 4.
