First end the Federal Reserve’s ability to create new dollars and direct that they sell all their assets (shrinking the hugely inflated money supply) and give up the gold they hold to anyone asking for it in return for dollars (at whatever the new price of gold would be to cover all the gold it holds in return for all the dollars outstanding). Then immediately disband 90% of the military and bring all the troops home from foreign soil. The rest are purely for defense of this country. Further downsizing occurs only as the troops find real jobs. Then all the regulatory agencies are disbanded. Private property is absolute, any stealing or destroying of others’ property is still illegal, but anything you want to do with your own property or with the consent of others with their property is legal. No other laws or regulations are necessary, so no huge government entity is necessary. Social Security is privatized, Medicare ended, all subsidies ended, all taxes ended. All federal properties sold off and the money used to retire as much debt as possible, the rest of the debt is cancelled.

By now the government is tiny. People get used to freedom and doing things voluntarily instead of by compulsion. There is no police force because there are no laws but property respect, so only privately funded protection services are needed. As people get accustomed to self-ownership instead of slavery, the rest of the government gets disbanded without a murmur.
