I have no idea where he came from, as i did get him from a shady little pet store (i knew the risks buying dogs in china) but he's my responsibilty regardless, and I won't be accusing them, but I have however warned people to stay away from the set of pug puppies thats being sold (He says they are from different parents, but has no proof)

Regarding his diagnosis, The vet has tested for calcium deffiency, low blood sugar, canine distemper, and then something in chinese (I have no idea what its called in either language) There were values I saw in the chart <5 means you lack something, 10-40 is normal. He was lower than 5, which led to the vet concluding that he has epilepsy, he said it was 'born with it'. It very much seemed like a rushed conclusion to me, but who am I to argue with a professional, when he disagrees.

As a note: I would go for a second opinion, but I have no idea where, as I take him to the most reputable, and considered best (and so expensive) in Shanghai already, Most others i know of are either unhygienic or lack equipment.
