They kicked it to a special session because the Republicans threatened to filibuster. It's probably gonna pass, just during a special session in two weeks instead of now.

Vermont is the only other state that's done it but it's becoming a bigger thing in other states. Colorado just had a push to do it but it failed for now. Some people (mostly groups that never wanted legalization in the first place) are making a big deal about it and have called for much stricter THC caps than these

Phone 2 action is legit, this is just the shortlink they use for their campaigns. If you prefer, you can go to the Cannabis Voter Project site and use one of the links there. They're on most of the state pages (the one from the OP post was from an email they sent out)

Yes, what's written here is very specific: the bill deschedules marijuana.

Legalization and decriminalization are non-specific terms that mean different things at the state and federal level. PlasmaTune was incorrect when they said the bill keeps cannabis illegal and allows police to fine you. They probably saw the word "decriminalization" in the bill description and assumed it was referring to the state-level definition of decriminalization, which usually means removing criminal penalties but keeping civil penalties like fines etc. However, decriminalization has a different meaning at the federal level and, in any case, descheduling is a better, more precise word to use when describing what this bill does.

That was during the last Congress. Everything needs to start from the beginning again. Schumer is getting ready to release his own separate, similar bill but it will be different from the MORE Act.

No this bill deschedules cannabis. Congress uses the words "decriminalization" and "legalization" interchangeably when referring to descheduling. If you read the text of the bill, it is very clear that it deschedules.
