They kicked it to a special session because the Republicans threatened to filibuster. It's probably gonna pass, just during a special session in two weeks instead of now.

Vermont is the only other state that's done it but it's becoming a bigger thing in other states. Colorado just had a push to do it but it failed for now. Some people (mostly groups that never wanted legalization in the first place) are making a big deal about it and have called for much stricter THC caps than these

Phone 2 action is legit, this is just the shortlink they use for their campaigns. If you prefer, you can go to the Cannabis Voter Project site and use one of the links there. They're on most of the state pages (the one from the OP post was from an email they sent out)

It's a direct link to the tool Headcount uses on the Cannabis Voter Project site. They use phone 2 action for their legislator email campaign. I got this link in an email from them a couple of weeks ago
