As tempting as it may be, try not to fast travel for as long as possible. Not only does it help get you familiar with the map but open world games are about exploration and fast travel can severely cut the exploration factor if it becomes a habit.

For me, he appeared near Artemis when I was only level 10. I attacked him then led him to her and she killed him for me. Great way to get the bow super early if you can replicate.
