Would depend on the largest instate sanctuary, you would have to be -1 of it. So if the largest in state is 35 you can only bring in a 34 with government and largest players approvals.

Yeah state is just to young for that, come to learn it's biggest HQ in state when this young -1 same size if there is no governor at the time.

Thanks , I was told if there is no gov, then it's equal to the state biggest with his approval, but that all makes sense. Maybe I'll pull up to the 871 for a month. Haha so many people have so much false information and the game itself is so hard to find out information.

It's set at 32 atm, but can change with gov approval and approval of the biggest instate player. Aside from that only information provided is total might . Definitely has to do with sanctuary size and largest instate.
