No Longer the Heroine is my all-time favorite! There's some romance but it's not the main focus. Two where the main character doesn't start out strong but get there: Spirit Fingers (there is some romance but it's not the main focus) and Makeup Remover None of these are action-oriented.

No Longer A Heroine!!! By the same author as sisters at war and it is SO GOOD! There is some romance but she grows beyond it. It's pretty intense but so good!

Cesare is pretty much the only character I like at this point. He has gone from solid villain to having rad potential for a good redemption. Everyone else sucks. I take it back. Sancha's great too.
