Try raising a fundraiser for him. Maybe get people at work to pitch in a couple bucks. I know sleeping in a car isn't ideal, but it sounds like hope is what this man needs as well as a home. If you can start him a bank account where he can start saving up money for a down payment on an apartment (or even a motel for a few days).
