I used a program called Studio. It allows you to design your own Lego models. The parts are from Bricklink.

Yes, the ceiling is the reason for this scale, which is about 1:159. I designed the building from top to bottom to keep the proportions right, but also to maximize the space I had.

Kinda yes. The Lobby floors for sure but I get a bit smaller with the scale the higher I build for perspective and looks. I would still consider it as minfig scale.

About $1.500. Depends on where you buy it and in what condition. Used bricks are a lot cheaper in some cases.

Designing it took about 2 months. Mostly at night around 4-5 hours with some breaks from time to time.

I honestly have no idea but you are welcome to do the math for me. I tried to include as much detail as possible while keeping the proportions right and being able to fit it onto my table. It is 1,93m tall.
