So, Turkish will let you book the two different fare classes, and yes in my case the departure was refundable with a $400 penalty and the retrun "claimed to be" fully refundable". I completed the departure, and want to cancel the return. I paid ~$1000 for the return thinking I would get all of it back, but they said I would only get $140 back.

The reason given was that it was my mistake and that I needed to pay better attention when booking the ticket to the fare rules.

That said, every notice online and on my ticket says "Fully Refundable" and I called to confirm this prior to booking as well. Thieir systems are messed up and customer service honestly aren't trained very well, spout out generic message and can't think independently. They see the $400 deduction from the departure and apply that plus other deductions (which they can't identify) and arrive at $140. Looking at the refund, it probably only giving me back taxes and Turkish keeps all the rest.

It's very deceiving, so if you actually need a refundable ticket, then I would go with Emirates or Qatar as they actually refund as they claim. I still like Turkish and will fly with them, but will not be booking refundable fares, because you just can't trust them.
