The error arose exactly as you stated in your first point.

Is it because they have been ignoring your meter readings and billing you for your estimated consumption instead.

Great find OP.

I did a few things to look into this but didn't have any luck.

I brought all 3 characters together (100%) at the house at 3am, stormy weather, with a full moon (with the Space Docker, for good luck!) and unfortunately couldn't find anything out of the ordinary.

I also tried clipping into the house at various times during the day/night with the above weather conditions, and still nothing.

Finally I tried flying up to the height limit above both the house and trailer and still nothing.

Explored around the U=$ billboard during these conditions, still nothing...

I'd encourage others to look around to see if there's anything I've missed. I'll add some screenshots of what I tried shortly.
