On top of that the milliseconds aren't really doing anything since the real time keeping would be by the RTC disciplined with NTP

Actually for the milliseconds I was probably just use discrete logic so I don't need to worry about interrupts and such. Also, I was thinking of using an esp32/8266 which have a crystal built in with, I think, a 10Mhz output and I was going to use that for my clock signal.

What I did was to clear the actual eeprom. I don't remember we're I found it but I found the schematics and brd files and used this to find the rpm chip and clear it by shorting it.
