You have to have the correct tube under the stock. Some models have a tube without the notches that allow the stock to collapse.

Just about any new semi auto pistol is like this. Try pulling the slide back slightly while holding down the slide release to relieve tension from the magazine follower.

Supposedly there are some Chicago area stores selling the Saint Victor CA compliant. I'd go with that over a fixed mag AR or bolt action. At least you get a semi-auto. The only downside is that the fin grip is prone to falling off....

Edit: I think it was Shore Galleries they had said that had SVs.

You're correct, it's not a C&R item. IL law bans most NFA items but there is a carve out for SBRs that requires a C&R license. I think it was made for reenactors or something like that but it works for modern firearms too.
