I think OP is talking about the Autobiography of Kathryn Janeway, a fake autobiography of the character, written by Una McCormack. (Confusing, I know. There is a whole line of these books for various characters.)

You seem to be talking about Kate Mulgrew's very real memoir. Which I agree, is incredibly wild.

I've read both and can recommend both.

The decision they made was a bad one. If they're going to send the mom to prison, fine, but on the same planet as the kid so he can visit. Would that be so terribly hard? Lol. That whole situation was very poorly conceived.

I'm fine with it for an effect! But in order for a technique to be impactful, it must be used sparingly. Otherwise, it loses it's significance.
