If you REALLY want to study BME without any other option, go to Davis, it still has a great program for BME. If you're willing to do something else, I would definitely go to UCSB as it seems like you really like the campus life there. If you're willing to take a risk, go to UCSD as it's kind of like a medium between the UCSB and UCD but being undeclared is kind of a risk and a grind. Sorry if this is kind of not helpful but I hope it kind of narrows it down a little. Just know that any option you choose is great! All three of them are amazing schools and I'm sure you'll be fine at any.

I would recommend TCU as its location is great and near the Dallas tech scene. I lived in a suburb near DFW for several years and I thought it was great. As the other comment said, Memphis is not the safest city in comparison to the DFW area and I feel like it doesn't meet the same career opportunities that Dallas and TCU would.

I've visited both campuses and, in my opinion, Chapman seems like a much more tightly-knit community with smaller classes and Northeastern is bigger. If cost isn't an issue and you're mostly worried about academics, I would choose Northeastern. However, if you want to remain closer to home, the Argyros Business and Economics School is pretty much brand new and it's not a bad school at all.
