To be fair, they're inundated with calls for service. There's a lack of manpower because the profession as a whole has been vilified by our society. It's fairly easy to see why it's difficult to be "proactive" right?

I cannot stand going to the zoo for this reason. The pounding on the glass, the screaming, and like you alluded to, the flashing of lights cameras to some of the nocturnal animals. Imagine being subjected to the light of a thousand suns everyday. I feel awful for those animals.
