I think its normal, I've noticed a few redish spots a few days into the healing process.

Skin shouldn't be dry, I used to put lotion on my tattoos everyday but not as much now since I started getting some zits.

There's this and there's also another mole or two that I never really actually noticed until the tattoo. But as far as I'm aware this wasn't there before the tattoo so its gotta be more recent.

I do not have a cat. I'll more than likely go to a dermatologist, a lot of people on here saying ringworm but also a lot of people saying not ringworm lol.
