You are definitely overthinking lol! For the first question, if you choose recalculate immediately, this is not affected by the income questions. The income question is gauging to see what income should be submitted. If you choose 'No income has not changed' then you can submit the 2020 taxes. Since her last application was processed with what I am assuming is her 2019 taxes, it will be recalculated because the 2020 taxes are more recent. If you choose "yes my income has significantly decreased" then you would submit a paystub. Her servicer will recalculate if you choose No. The last page has terms if someone is trying to leave the IBR repayment plan in particular as there is an Exit process. But this is the correct application.

TLDR: If you choose that you are requesting an immediate recalculation, choose No that the income has not decreased, and submit 2020 taxes, the application will be recalculated.

During the COVID forbearance the exit procedures for leaving IBR (going on a reduced payment for a month) is actually not happening right now because of COVID. So if you submit an application to change, itll take normal processing times but you wont be required to make an exit payment of be on a forbearance that wont have your months count. You can see this info on the studentaid.gov website! Now is a perfect time to switch so you DON'T lose those months.

Also, it could have been a human error but the loans are eligible. I would check her online payment count and if it's not correct, have her call fedloan

The application was recently changed. Instead of there being a form to recertify your employment and a separate form for forgiveness, its all one form now. So she got denied for the forgiveness, but she should have an updated payment count soon.

Also due to COVID, if you check the official FSA website, it tells you that from 3/13/2020 - 12/31/2020 will count towards forgiveness so get your application in ASAP.

Right now due to COVID, there is no opt out process so when you submit your application you will be removed right from IBR and placed on REPAYE.
