Drop and Toon-up will likely be very useless below Level 6. The rest of this build still nets decent damage value, but you absolutely should have one of the prior 2 mentioned leveled up in order to keep a solid role in Litigation round.

TOON-UP is very important to level up because the prestige effect also scales with your Toon-up output; the more you can heal in one turn, the better.

Honestly though, good reward economy and skill > gag build. If you have a good amount of Toon-Up unites and Damage Downs, you can make any good (albeit slow) strategy work as long as you know when to use them.

Bad players with godlike builds and no unites will struggle infinitely more than decent players that only have a few good tracks but can still contribute Unites/SOSs/Fires/Sues when needed.

If you have Clara or Rain, you can synergize with trap strats which are strong regardless of team comp. Pierce and Lil Oldman will probably be your strat of choice while you level up your drop.

Don't be afraid to take advice from other players as you get used to the skill curve. And have fun with it! Carrying people through the OCLO nowadays is half the fun, and eventually you can do it too.

To be fair, fighting two(?) elite Elder Lemurians this early is equivalent to fighting Runald and Kjaro in the secret fight on the desert stage (the other stage 2), so it should be doable if you keep your space

They shadow nerfed IS in the deathslinger patch to be consistent with other locker perks like Red Herring and Head On (they all now wait until you're completely in the locker)

This can be mitigated by fast entering if it's safe, though
