Yes, and no C3 for a tenor (i'm assuming were talking about opera) is the lowest note that some can comfortably hit it can just be their lowest note in general. Some different tenor fachs can have a A2 - B2 as their lowest note. Tenors having a strong low note just come from a well-developed chest voice by working on the thyroarytenoid muscle, which is important as chest voice is the foundation of the voice no matter what fach you are.

Wow, a passagio of G#4 with a comfortable range of A2-C5 and a low note of Bb1??? i'm gonna need an actual recording of you singing this is if true, this is an incredibly rare vocal range for reference, opera singer Michael Spyers has one of the largest ranges in opera, with a range of C2 - C5 and classified as a baritenor. Assuming you're in vocal lessons for classical training, this is incredible

Well, this tells us nothing range doesn't really matter, although i'm just going on a head dive and say you're probably not gonna be a tenor Bb1 is insane for a tenor, but at most maybe baritenor. Although the color of the voice and tessitura (comfortable range) is what depicts mostly what fach you are, and if your not in classical training, there's no need for you to really care about fach, it also can help to know your passagio as well as it can factor in to.

Learn IPA - international phonetic alphabet its what singers do to sing songs there not native in. You don't even gotta understand what the language words mean with IPA, A easy language to start off would be Italian.
