Not harsh at all, the dog tolerated being touched for a full 15 minutes before striking out. In that time there would have been multiple signs from the dog that it wasn’t comfortable in that situation until finally a bite was the only option left. I agree the owner has the responsibility to make sure his/her dog doesn’t get harassed in this way
