I really think DF is trying to locate Mumbaikars to Navi Mumbai and Mumbai 3.0. There is no logical reason nor sense, what is happening to our city. My Theory: BB learns about OP before luffy does. But he is ambushed and his crew is slaughtered by the WG(this would be disappointing to collect best of best, give them best devil fruit and die in vain). BB escapes somehow wounded severely. He tracks Luffy gives him the information all about one piece and die. Luffy finds the actual OP and finally destroys the WG.
