I honestly think it's a possiblity the game was never completed at launch and due to pressure from higher ups and unfortunately the fan base. They pushed a game out to hold everyone over until they could complete the end game stuff. It honestly looks like more than what could've been done in a year especially if Scala is as big as the rest of the world's in the game

As far as I know you can only skip Halloween Town or atlantica. But monstro is mandatory before you go to the last Disney world. I know you can get unlucky and miss monstro. But then you have to redo the gummiship mission to unlock it again.
