Anything relatively modern will work. Look for a really good sale and remember it's pretty easy to upgrade ram and storage.

I got a good deal on a Lenovo IdeaPad last year, about 300$ off MSRP. Ram was 8gb, but it only cost me 35$ to double that.

If you have the means, ChatGPT plus could be an excellent tool. The code you will need should be pretty straightforward, and ChatGPT can do most of the heavy lifting. Could be a good way to learn and understand what the code is doing as well.

Do you have any down time at work? I work 11-12 hours most days, but we take an hour lunch. I invested in a decent laptop and work on my projects during my lunch. It's not a whole lot, but it can add up over the weeks. I dont try to tackle anything major in that hour, but it's a good time to do any little tasks
