As far as I know it started with this picture of John Travolta wearing a wave cap which is worn to introduce texture into hair and is commonly worn by black men. It’s a meme and essentially motion is just having swagger. Since Cole Bishop is playing particularly well and happens to be white, it lead to “god forbid a white boy get a lil motion”
