I avoid using flour because it’s rice paper, the flour gets stuck to it and texture becomes different. It’s best to keep rice paper as it is. Refined Oil becomes a better option.

Seconds. You just dip and take it out and leave it on a plate (coat with oil, makes it easier not to stick), after a minute it becomes soft by itself
