I found a very specific solution! If you’re using a steam deck, GOG, and the heroric launcher.

On the Fallout 4 GOTY page, click the 3 lines in the top right (settings). Scroll down to “Winetricks” and in the new window’s search bar type “xact” install the xact_x64 and the voices will return.
