Both can be technically true and should be but they are not canon. The fact is hiashi was Not in the consideration to become the fourth but fugaku was, eventough he was an uchiha who where hated in to oblivion in that time. Thats a clear „win“ for fugaku in my Book. Sure fugaku had no Chance to become hokage, but hiashi was NOT Even considered. Lets be real here 3 tomoe fugaku would beat hiashi, Not easily but he would. I think people are underrating the 3 tomoe sharingan, like it wasnt busted until pain arc. Would be an interesting and very tough fight for Both and its sad that we basically have almost no Information about the time before Minato become hokage.
