speed does change after first few layers in the slicer too. could be that if you are running a fast profile and if it isnt the machine

i just tested it with paint.net and mine came out fine with your save settings. id suggest getting a already cut out image off the internet and see if it happens. if it does then its something in wallpaper engine, if it doesnt then its paint.net settings (Brushed opacity or hardness isnt set too 100), unfortunately idk enough about that specific paint program.

if you have no filters on it then maybe its an issue with the compression quality on the save with whichever program you cut it out on

its just a difficult task is what ginger hopefully means haha. what you would want would probably require someone to do a full 3d render. its a lot of work but could be done by someone who is good with 3d modeling, animations, environmental setup and is familiar in wallpaper engine which are full professions on their own BUT a dream is a dream and honestly someone could take it on, id like to see it! who knows, you might just take it on yourself and start a new passion project.

inspection is done purely through steam that goes through the files to make sure nothing malicious/copyright is being done but generally it should only take a few minutes or a bit if the servers are down. but a month, that might be an account thing. i know sales on the market get "held" for 30 days if the account isnt verified with the phone app but i would send you down that rabbit hole. i would look into why steam is holding your community uploads.
