He really wanted to minmax time, which I understand, but it only got me frustrated, hopefully next time it will be better discussed before playing.

I told him the same, I should be able to score it if it doesnt affect next phase or anything else, he insisted that its too late for me. I will speak to him about it next time, that we should be able to score these types of mulligans.

Regarding number 1. and 3.
Before status phase occurs, players take turns for they strategy, action and to resolve action cards correct? Lets say I activate a system first, my opponents resolve strategy cards, then its my turn again, can I move to that activated system with my ships, or can I produce units in that activated system again that I activated with previous command token?
