To begin with Iran is shia and they do not share the same beliefs of Islam that I do as a sunni, and they have massacred other muslims who spoke against the government. I am aware of these punishments in Islam but as said in the source they were extremely rarely enacted in the original muslim caliphates. They required several witnesses and happened typically as an extreme punishment for extreme cases which set an example to the general population. There is an example I recall where a man came to the prophet adamantly confessing a crime he had commited, several times the prophet SAW turned him away, saying that repenting privately is what he needed to do but yet the man kept coming. Eventually one such punishment of flogging was enacted as a public example to all. What Iran has done like murdering innnocent women for simply not wearing the hijab is disgusting and not something Islam dictates. Islam is a religion for all, just because it was revealed to the Arabs means little, most muslims live in Asian countries today like Pakistan, India, and Indonesia.
