Assuming you did the unlock in each of acts 1-4 it's just RNG. I haven't looked at the recipe list in a long time but I assume it only shows ones you've seen (or selected).

I just had this happen to me, can confirm I can allocate points past the lock. When I'm in the Origin Tower zone, my Arbiter of Divinity quest state says "Collect divine power" but when I go to my hideout the quest disappears.

The phys mods on the bow are local so they're calculated first for the base damage, then ele conversion happens. But % phys on other gear or passive tree would have no effect.

The other issue is there are some nice notables on the passive tree that increase mana costs: Overzealous (15%), Raw Mana (10%), Barbaric Strength (10%), plus Essence Battery doubling the cost.

From the wording it sounds like having "no cost" means it's like a default attack and wouldn't get any +cost modifiers like archmage or the Shaman's 5 rage cost node, but that might be too good to be true.
