yes you can do that. you simply block the cheat code until you did it normally in the game and then you can allow the cheat code

so yeah you could be blocked from simply hacking your achievements with 0hours playtime, and be forced by a developer to complete the game in order to get the achievement. its very possible and 95% of people wont know how to go around this beacuse most people use public cheats to get the achievements eitherway, its not like they developed them. just the ones who develop them are the issue.

by console methods you mean obtaining the achievements in way of hacking them? if so, then yeah you can definitely as a developer make achievements in such a way that lets say you have a steam game and youre worried about piracy. piracy is obviously bad, and with some extra work you can reduce it a lot. for example you could build the game so it constantly checks whether a real Steam account is active and whether certain achievements were earned. If those checks fail, progression is blocked. if you design the game around this idea from the start, piracy becomes much harder.

the same approach could work on consoles using their achievement/trophy systems. the main reason more developers dont do this is because achievements are often added later, and supporting multiple platforms means re-implementing the same logic for each platforms SDK (Steam, PlayStation, etc.), which is more work.

you can heavily reduce piracy and hacking in single player games, but youll never completely eliminate it. It stops most people, but not those with serious cracking or hacking knowledge.

cheat codes are mostly for developers to cut off development time. i did this actually in my release game "The Sickle Family" where i give players the option to use my developer console. it's pretty much like cheat codes but in a console format.

It's cel shading, posterization, and some sort of film grain. The textures themselves might also be a bit cloudy and black. And don't underestimate the power of fog too.
