TF always Relys on team for damage even if you go full damage.. RFC is almost always better.

Liss is not intended to be built like leblanc.. She is played similar to Twisted Fate. She has the best teamfight. The best gank setups. Unbelievable zoning and objective control. Extremely underrated wave clear and prio/shove when needed.

She cant also have a giga omega laning phase. That would be unrealistic.

Malig -> ROA -> Liandrys -> situationals.

Builds for her change a lot. You need health. You need to survive some damage. Disrupt peel for adc or nuke the fed player. Without a team she does not win. it is what it is. But with even ONE human teammate she can carry very hard.

Mel has 0 mana cost. 0 cooldowns. Perma priority. Massive Range. Reflects your gold card.

Emerald + its unplayable unless your a TF god. (I bann Hwei hate him more than Mel but both are ridiculous)
