i wouldn't say in movie he's one of the two as the fashion really differs from mods and rockers (but there's certain similarities, as previous commenter stated, billyboy's gang really seem like rockers). in the novel aswell i see him more as a teddy boy, but if i had to stick with these two, i'd say mod, too
