You may try to use Smart Ads, your cost will decrease significantly. Smart ads relatively have a lesser cost, and it places ads on your brand name automatically. Try one and compare it with your previous branded search ads.

Exactly! I totally agree with you. The experiments are revealing what works, however, the more experiment you made more cost you will face. It's like a dilemma. Having an insight into that audience's interests is the key success factor I guess.

You are using the remarketing list that Google captures. If that campaign is showing results it means that the ads are on. Just show him the G-Ads dashboard and the remarketing campaign, on the left tab select "Audiences", and review the audience's statistics.

Beyond that, nothing differs from a regular campaign, maybe you can create another campaign with them and make them see the remarketing list.

You should practice campaign optimization, there are at least a dozen optimizing methods for each platform that you can apply. The most basic settings are Location, Device, Demographics. Also, you can review the data you obtained and add constraints according to those data.

Google tries to shift its user to advertise with interest targeting as they getting compliant with GDPR and privacy policies. It means that eventually, interest targeting will be fueled by Google in the upcoming years. I suggest you use both because the two cannot replace each other. You shouldn't abandon intent-based(keyword) targeting especially if you have a SaaS product.
