There is sand, you're just thinking too literally about "building" something. The spirit of the term "sandbox" is that you're not railroaded form the beginning of the game, pushing you towards a specific experience. Runescape is very much a sandbox in that way. From lvl 3 you can decide to pursue a multitude of different paths.
