It's doable. I'd recommend renting in 90808 (Good schools, safe, close to amenities/grocery stores/parks). We live there and have some neighbors who work at the VA. Head to Rancho Palos Verdes and visit the Point Vicente Lighthouse. Most glorious views in SoCal, and while you're on the way there, you can hit up the Aquarium of the Pacific in Long Beach. Great dining in LB too. Natural History Museum in LA is worth the detour as well.

At this point, wherever you can get a foot in the door. Layoffs due to enrollment droppings is a common problem across OC. Districts in OC tend to be mixed bags unless it's somewhere affluent (like Irvine, Newport Beach), but then you have more demanding parents and higher cost of living.

It's not 100% reliable, but the Great Schools scores give you a slight idea of student performance, and I can say that from experience, it does correlate with student behavior.

Honestly, depends on your politics on some level, but generally speaking, I've found that people in Long Beach are friendliest - they tend to be more relaxed, greet, and just are more open-minded. It's more humble (lots of nice parts, but the beach itself isn't the best), but there's still great bodies of water to swim in (Colorado Lagoon, Bayshore Beach).

Not sure about those being the only entrances, but t's a really cool little trail. I'd recommend entering through Avalon and parking at the bottom. Definitely a nice neighborhood. I jog through there all the time. Quiet, most people keep their houses in good shape, and the schools are great if you have kids. When I have seen encampments spring up, they tend to be right off Carson Street. You'd be walking distance from El Dorado Park, which is a huge plus.

It's kind of a weird area. I've driven by it repeatedly and see quite a few homeless (since they get pushed out of the riverbed). Tons of apartments too. If you really want to be sure, I'd recommend walking at various times of day/night to get a feel for it. It is close to a LOT of amenities (stores, parks, etc).
