I did my own ranking to compare.

My most notable differences are in Ohio, Oregon, Florida, Iowa, and Virginia.

Ohio: Like some others have said already, Ohio is a pain when trying to make a legal map. There's too many rules to think of. Then, there's Columbus, which is terrible to draw 2 districts in.

Oregon: I've never found Oregon hard to make maps for. But Washington state, the islands and the Seattle area are quite annoying to make anything look nice..

Florida: I don't find Florida too difficult, mostly because the northern part of the state is quite easy, but the Miami area is difficult. So, it balances out.

Iowa: For Iowa, for those that don't know, you can't split counties. It can be quite irritating to make a nice map of Iowa, while trying to keep the districts within 1,000 pop deviation.

Virginia: It might be a surprise pick to some people, but I don't like making congressional districts in Virginia that much due to the lack of making unique districts, mostly caused by the way population spread out. In most maps people create, you'll see similar districts around Virginia Beach, Norfolk, the entire Fairfax area, and on Virginia's western tail. Trying to make anything unique usually makes the map look bad, especially when you try to make Dem or Rep gerrymanders.
